No person shall engage in, or aid or abet by serving as lookout or timer or in any other capacity whatever, any speed race, as defined herein, on any public street or highway in this Municipality. However, the initial Board shall be appointed to staggering terms in the following manner: (a) Kenova shall appoint five members, one to a one-year term; one member to a three-year term; one member to a five-year term; one member to a seven-year term; and one member to a nine-year term; (b) Ceredo shall appoint four members to the initial Board, one to a two-year term; one member to a four-year term; one member to a six-year term; and one member to an eight-year term; (c) Thereafter, each appointment shall be for a term of nine years. (4) It is the duty of the owners and operator of the premises to ensure that at least one employee is on duty and situated in each manager's station at all times that any patron is present inside the premises. (b) Battery. The speed of any railroad train traveling on any track through the corporate limits of the City may be proved by evidence obtained by use of any device designed to measure and indicate or record the speed of a moving object by means of microwaves, when such evidence is obtained by members of the Department of Public Safety, by police officers of the City and/or by the Sheriff and his deputies of the several counties of the State. (a) Every vehicle stopped or parked upon a roadway where there is an adjacent curb shall be stopped or parked with the curb-side wheels of such vehicle parallel with and not more than eighteen inches from the curb, unless it is impossible to approach so close to the curb; in such case the stop shall be as close to the curb as possible and only for the time necessary to discharge and receive passengers or to load or unload merchandise.
